MLI announces inaugural issue of Inside Policy

Marks 25th anniversary of Free Trade Agreement

OTTAWA, October 1, 2012 – The inaugural issue of Inside Policy (IP), the new national bi-monthly magazine of the Macdonald-Laurier Institute (MLI), is released today to mark the 25th anniversary of the Canada-US Free Trade Agreement (FTA).

“In the think tank world, we believe in the power of ideas,” says MLI Managing Director Brian Lee Crowley. “And there is no more compelling example of the impact of ideas than the Canada-US FTA, signed on October 3, 1987.”

The inaugural issue of IP includes a 25-year economic impact study by Douglas Porter, Deputy Chief Economist of BMO Capital Markets, who concludes that the FTA and subsequent North American Free Trade Agreement (NAFTA) “positioned Canada for the 21st century” and “played a significant role in transforming Canada from a relative underachiever among industrial economies to a relative overachiever.”

The first issue of IP also includes a Q&A with former Prime Minister Brian Mulroney in conversation with the magazine’s Editor, L. Ian MacDonald, who joins MLI after a decade as Editor of Policy Options.

Mulroney’s conclusion on the impact of free trade on Canada, 25 years later: “We’re a much more confident, outward looking people.”

Other authors for the free trade issue include Contributing Writers Kevin Lynch, Robin V. Sears and Jeremy Kinsman.

Lynch, former Clerk of the Privy Council and now Vice-Chair of BMO Financial Group, looks ahead and writes that “Canada’s challenge is going from good to great.”

Sears, who was on the other side as national director of the NDP in the 1988 free trade election, writes of it as “a campaign for the ages.”

Kinsman, who was then assistant deputy minister of Communications writes of the cultural exemption secured by Canada in the FTA, and credits Mulroney’s relationship with Ronald Reagan for achieving it.

Other writers include historians Patrice Dutil and David MacKenzie, who compare the 1988 election with the free trade election of 1911, subject of their 2011 book, Canada 1911: The Decisive Election that Changed the Country.

Former Liberal pollster Martin Goldfarb writes that “great prime ministers have big ideas,” and that free trade was a big idea that transformed Canada.

Finally Stephen Blank and Jennifer Jeffs examine the NAFTA region 20 years on, and conclude it’s “a work in progress.”

The magazine will be distributed for the first time at a tribute dinner to recognise the Right Honourable Brian Mulroney and the 25th anniversary of the Canada-US FTA at the Royal Ontario Museum in Toronto, with net proceeds to the Canadian Diabetes Association. Mr. Mulroney will be the featured keynote speaker. The Munk School of Global Affairs will host a symposium on the next rounds of trade agreements, Free Trade 2.0, preceding the dinner.

IP will be available to a guaranteed audience of Canadian decision-makers, opinion leaders and business leaders, including all MPs, Senators, Deputy Ministers and the National Press Gallery. The magazine will also be available by subscription for the print edition, with a digital edition soon available online at zinio.com, the virtual newsstand. L’IML publie le premier numéro de sa revue Inside Policy

Un lancement qui marque les 25 ans de l’Accord de libre-échange

OTTAWA, 1er octobre 2012 — L’Institut Macdonald-Laurier lance aujourd’hui sa nouvelle revue bimestrielle Inside Policy à l’occasion du 25e anniversaire de l’Accord de libre-échange Canada–États-Unis (ALE).

« On ne peut évoluer dans un groupe de réflexion sans croire à la force des idées, observe le directeur général de l’IML Brian Lee Crowley, et rien n’illustre mieux le pouvoir des idées que l’Accord de libre-échange signé le 3 octobre 1987. »

Ce premier numéro d’Inside Policy propose tout d’abord une étude d’impact économique de Douglas Porter, économiste en chef adjoint de BMO Marchés des capitaux, qui conclut que l’ALE puis l’Accord de libre-échange nord-américain (ALENA) ont « positionné notre pays en vue du XXIe siècle » et « joué un rôle significatif en transformant le Canada de pays relativement sous-performant à pays relativement surdoué parmi les nations industrialisées ».

On lira aussi un entretien avec l’ancien premier ministre Brian Mulroney réalisé par L. Ian MacDonald, rédacteur en chef de la revue, qui s’est joint à l’IML après une décennie à la tête d’Options politiques. M. Mulroney y affirme que nous sommes aujourd’hui « un peuple beaucoup plus confiant et ouvert sur le monde ».

Suivent les analyses de Kevin Lynch, Robin V. Sears et Jeremy Kinsman.

Ancien greffier du Conseil privé et actuel vice-président du Conseil de BMO Groupe financier, Kevin Lynch se tourne vers l’avenir et observe que « les perspectives du Canada varient de bonnes à excellentes ».

Robin Sears, qui était du camp des opposants à titre de directeur national du NPD lors de l’élection sur le libre-échange de 1988, parle de « campagne historique ».

Et Jeremy Kinsman, alors sous-ministre adjoint aux Communications, explique comment nous avons obtenu la clause d’exemption culturelle de l’ALE grâce aux liens que Brian Mulroney avait tissés avec Ronald Reagan.

De leur côté, les historiens Patrice Dutil et David MacKenzie comparent l’élection de 1988 au scrutin sur le libre-échange de 1911, auquel ils ont consacré en 2011 un ouvrage intitulé Canada 1911: The Decisive Election that Changed the Country.

L’ancien sondeur libéral Martin Goldfarb écrit que « les grands chefs d’État ont toujours de grandes idées », et que celle du libre-échange a transformé le pays.

Puis à l’examen de la région de l’ALENA à l’horizon des 20 prochaines années, Stephen Blank et Jennifer Jeffs concluent qu’il reste « beaucoup à faire ».
