Closing Canada’s Border, Policing, and Legal Gaps
Canada’s border, policing, and legal systems face growing pressure from organized crime, illicit trade, money laundering, and cross-border trafficking. As criminal networks become increasingly sophisticated, long-standing gaps in enforcement, legislation, and intergovernmental coordination continue to undermine public safety and economic security. The Closing Canada’s Border, Policing, and Legal Gaps project will examine these challenges and develop practical, evidence-based solutions to strengthen Canada’s capacity to combat organized crime and secure its borders.
The project recognizes that border security is not solely an enforcement issue — it is also fundamental to Canada’s economic competitiveness and relationship with the United States. Through research, public engagement, and collaboration with Canadian and American partners, the initiative will explore how modernized border management, stronger enforcement tools, and improved Canada — US co-operation can enhance both security and trade.
By bringing together policymakers, law enforcement leaders, legal experts, and stakeholders, the project aims to advance reforms that close legislative loopholes, strengthen policing and prosecutorial capacity, and improve border integrity. The goal is to provide Canadians with credible policy solutions that reinforce public safety, uphold the rule of law, and protect Canada’s national and economic interests.
