MLI Senior Fellow Richard Shimooka spoke with CTV News about the recent, unconfirmed reports that the Russians have used chemical agents in Mariupol, Ukraine. “If you look at pictures of Mariupol, obviously the city has been completely devastated. It is a very difficult environment to dislodge defenders,” says Shimooka. “And the Russians have used these chemicals before, so it’s somewhat not surprising…if this has happened, that they’ve used it again.”
