The Macdonald-Laurier Institute today released To Stand On Guard: A National Security Strategy for Canadians, by Paul Chapin, a former Director General and 25-year veteran of the the Department of Foreign Affairs and International Trade.
The study is the first in MLI’s series on national security. Stand On Guard lays out the values, threats and strategies that make up the context of national security in the 21st century. It calls on government and Canadians to create the strategy necessary to confront the perils of the post-911 world and offers concrete suggestions as to what solutions must be pursued.
Chapin calls for a five-pronged approach that would:
- Reduce our vulnerabilities to the kinds of dangers we face,
- Create layers of defence, including a new foreign intelligence service,
- Take direct action against those threats, not wait for them to arrive on our doorstep,
- Address the factors that nourish security threats to Canada, and
- Modernize the international security architecture so that it is better suited to our times.
