MLI Board Member Lincoln Caylor was asked to appear before the House of Commons Standing Committee on Justice and Human Rights on November 25, 2010. The well-known commercial litigator was called to provide his opinion on Bill C-21, An Act to amend the Criminal Code (sentencing for fraud).
Mr. Caylor’s opening statement highlighted his view of the efficacy of this piece of legislation and after introducing himself he noted:
With respect to the bill you’re considering, I agree that Canada needs to change its focus in how it deals with white-collar crime. The bill is a step in the right direction. However, it is not something that will completely deal with white-collar crime or comprehensively deal with it, in my view. My concern is that, on its own, it deals with only one small aspect of white-collar crime–the sentencing part.
