Expert Overview

Dr. Balkan Devlen is the director of the Transatlantic Program and a senior fellow at the Macdonald-Laurier Institute. He is a professor, foreign policy analyst, and consultant with over two decades of experience across three continents. He teaches, speaks, and writes on how leaders make foreign policy decisions, great power politics, security in NATO’s Eastern Flank (from Baltics to the Black Sea) and the best ways of thinking about and preparing for the future – anticipation, forecasting, and foresight.

Devlen is also an adjunct research professor at Carleton University and an expert forecaster and senior consultant for Good Judgment, Inc, a geopolitical forecasting company based in New York. He was a “Superforecaster” in the US intelligence community (IARPA) sponsored geopolitical forecasting competition Good Judgment Project.

He published several academic articles and book chapters and contributes regularly to print, broadcast, and online media, including the Globe and Mail, National Post, Toronto Star, CBC News, CTV News, and more.

He teaches graduate-level courses on transatlantic security, geopolitical forecasting, strategic foresight, and global catastrophic and existential risks.
