David Thomas

Expert Overview

David Thomas is a lawyer and mediator in British Columbia. He was an adjudicator for the Canadian Human Rights Tribunal for 10 years, serving as its Chairperson in Ottawa from 2014 to 2021. He was also a mediator for the B.C. Human Rights Tribunal for three years.

Thomas graduated from Osgoode Hall Law School (York University) in Toronto and then worked for Bull, Housser & Tupper (now Norton Rose Fulbright Vancouver) for seven years before starting his own law firm specializing in immigration law. From 2022 to 2025, Thomas was a Vice-Chair of the College of Immigration & Citizenship Consultants’ professional discipline tribunal. He is currently the Chair of the West Vancouver Police Board.

Thomas has appeared before Parliament and lectured in his field to the Canadian Bar Association, the BC Society for Continuing Legal Education and at various law schools and universities. He has been quoted in numerous publications and appeared on radio in English and French. His articles have been featured in the National Post, the Hub, iPolitics and other outlets.
