On November 29, the Macdonald-Laurier Institute (MLI) launched its National Security Strategy for Canada series with “To Stand on Guard” by Paul Chapin. A veteran of Canada’s foreign service and a specialist in international security affairs during more than 25 years with the Department of Foreign Affairs and International Trade, Chapin takes a systematic, tough and fair-minded look at the key external and internal threats to Canadians, our core values and what we can do to protect ourselves.
