On October 9, 2025, the Macdonald-Laurier Institute was honoured to host a roundtable discussion on strengthening the global sanctions strategy against Russia, in cooperation with the Embassy of Lithuania.
The discussion moderated by Foreign Policy Director Christopher Coates, with guest speakers Davis Baiza, Director of Legal Department at Ministry of Foreign Affairs of Latvia; Kadri Elias-Hindoalla, Director General of Sanctions and Strategic Export Control Department at the Ministry of Foreign Affairs of Estonia; and Fen Hampson, Professor of International Affairs at Carleton University.
Speakers discussed the evolving sanctions regime against Russia, with a focus on the effectiveness of restrictive measures, enforcement challenges, and international coordination on countering Russia’s shadow fleet and implementing effective asset freezes.
